WSH_EXCEPTIONS Table Status 'OPEN'

My WSH_EXCEPTION table is at about 38M records and growing (version 10.2.0.4). The statuses are evenly divided between 'CLOSED', 'OPEN', and 'NO_ACTION_REQUIRED'. My developers are questioning why we have so many 'OPEN' statuses in the table. Also, they are concerned as to what will happen after/if the table is purged completely.

The last oddity I'm facing is that for 2 consecutive years in the middle of our records, the WSH_EXCEPTION table only has 10-20 'CLOSED' statuses, when we processed thousands of orders those years. We know there are more 'CLOSED' records than that which are listed.

Any insight as to the hows, whats, when, and whys of the WSH_EXCEPTION before I implement a purge would be most appreciated. Also, seeings as the table is so large, any purging advice (best methods) would help a lot.
