Siebel System Admin, Install and Upgrade (MOSC)

Upgrade from 7.8.2.16 SEA to 8.1.1.14, with a stop-over at 8.1.1.11. Is this possible/supported?

I support a customer running 7.8.2.16 SEA.  They are planning to start their upgrade project next month.  They plan to initially upgrade Dev to 8.1.1.11, do several months of Dev work to resolve conflicts and get the upgraded app functioning properly. We expect IP2014 (I'm calling it: 8.1.1.14 below) to be released several months before customer intends to do their prod upgrade.  We would like to apply IP2014 after the Dev upgrade has been completed but before the Test & Prod upgrades. 

This is how I believe this could be done:

  1. Upgrade Dev from 7.8.2 SEA to 8.1.1.11
    1. Upgrep
    2. Merge
    3. Upgphys
    4. Resolve conflicts and configuration work to make the upgraded app fully functional
