Not allowing to reinstall the HI Interactivity Framework for Siebel application

Hello,

This issue is related to opening Siebel Client.

Whenever I am trying to login on Siebel client with my credentials(any other credentials too on Siebel thin client)  on my Virtual Machine, it is asking to update the HI interactivity framework, so as a first solution I deleted the Siebel HI Framework,thinking it may get corrupted and tried to open the application again; but it is not even allowing me to install the HI Framework again (after deletion).Checked with the admin rights too,which I have on my Virtual Machine.

Added the site in Trusted sites too.Tried to set the Security status as Low priority too.Pop up blocker also turned on(I tried with turned off too).Please find the attached snapshot for error message.
