Translation Synchronization Patch fails for NL(Dutch) and ZHS(Simplified Chinese)

While applying the Translation Synchronization Patch for NL (Dutch), its failing as below.

The following Oracle Forms objects did not generate successfully:

csc    forms/NL    CSCCCCDB.fmx

ast    forms/NL    ASTRCALL.fmx

psb    forms/NL    PSBWMPMD.fmx

cs    forms/NL    CSXSRISR.fmx

csc    forms/NL    CSCCCCRC.fmx

An error occurred while generating Oracle Forms files.

Continue as if it were successful [No] : No

Freeing includes hash table

Below is the error details.

Compiling package specification WS_FTE_LINES_PVT...
   No compilation errors.
