"Contributions need to be calculated for one or more parents" error when promoting

In HFM, using Process Control, we can start the entities to First Pass. But when we attempt to promote to Review Level 1 we get the message "Contributions need to be calculated for one or more parents." No data has been loaded to the period and Consolidate isn't even given as an option.  All members show First Pass so it doesn't seem to be the issue that parents and children aren't at the same level. Is there a fix for this?  Or a reasonable workaround?
