Oracle Fixed Assets R 12.1.1 HELP

The client is setup on Oracle Fixed Assets R 12 .1.1 

Unfortunately KPMG suggested to have their primary ledgers in USD for all international countries not thinking of Fixed Assets which are purchased in local currency. SO they setup a Secondary ledger with EUR and GBP

But the primary ledger will copy to the Fixed Assets but only in USD because the Primary Ledger is in USD.

There is an enhancement DOC ID# 1303067.1  (see attached) and Patch #9928257 (see attached)  but just found out that is only for R12.1.3 not 12.1.1
