R12 Upgrade: pre-request patching stuck due to adworks failed

While applying the patch 17199711

Below is the error found in the logfile adwork027.log file.

Not converting file for Invoker's Rights because it appears to
be a package body creation script (based on the filename).
  File is: /ORBPAT/applmgr/PLNUPG/applmgr/PLNUPGappl/ont/11.5.0/patch/115/sql/OEXVORDB.pls
