HTML in Open UI

Hi,

When i click on the Application Menu "File", i can see the options one below the other(link auto,createbookmark...) i.e in vertical form and when we hover to next application menu(ex. Edit) we can immediately see its options, similarly i want to do it for Account Screen and other screens. Where this has to be done ? If it has to be done in HTML, how to access the HTML as we don't have place where the html's are stored like css and javascript.
