Number conversion problem

Hi,

Herewith I have attached my rft and xml.  My problem is:

1.  When regional setting is US in control panel, excel output is generating date and number formats correctly.

2.  When regional setting is Estonian (local) which has date format as dd.mm.yyyy some number cells are also converted into date.

3.  I have tried many different formatting options without any success.

Requirement is excel output will be displayed based on the regional setting of local machine.  Any help would be highly appreciated.
