How to prevent specific items cost assigned to a category from changing when performing a cost rollu

We utilize category sets to perform cost rollups.  Multiple items are assigned to these categorysets.  However, there are specific items assigned that we do not want the cost to change. We have tried removing the “basedon rollup flag” and  or “include in the roll” at the organization level . The cost still changes for all items in that category.
