Burst and conditionally email report

Can BI Publisher burst a report and then email only the bursted report(s) that satisfy a specific condition?  The specific example is a variance report.  The bursted report needs to be sent via email only when there is a variance.  Has anyone come across a similar request?  Any suggestions on how this can be accomplished?
