SFM Event Manager Queue Service could not find or load main class oracle.apps.xdp.dequeuer.core.Queu

I have performed a JDK 7.0 upgrade and the SFM Event Manager Queue continues to go to Actual=0 Target=1. I have stopped the managers,  ran cmclean, done an adrelink on FND% and restarted. Also went in to the Administer and Deactivated and Activated, still same message. Also shutdown the managers and ran the Concurrent Manager Recovery Wizard. SFM Event Manager Queue still down.  Any assistance will be greatly appreciated.
