Canadian net tax credit not calculating correctly

When payroll processor enters a value in the net tax credit field (OWNTC) from the TD1, the resulting tax is not calculated correctly. If the the net tax credit field is null, the tax calculation is correct. Should the net tax credit field be blank (null)? The processing options on the P0801 for Canada Tax tab are all set to blank.
