prospective supplier cannot submit theior response to rfi pre_registration & qualification

Hello,

We have created a user in oracle with the responsibility sourcing supplier to use the process for Self Registration Supplier, and the process to register the new supplier from the new link is working fine, but when we create a RFI Pre-Registration and Qualification, then the supplier contact recieves an Email with the link, and can enter the questions, and validate them,but

for some reason or another the button to Submit their response is not available to them, where as it is when you use the normal sourcing responsibility and use the action boton to response to RFi.
