OMW Project status 91

Hi, wondering why i can't change the status back to previous status like 21, 26,28...etc once i changed to 91..

and i found out some of the project status can't be changed by specific userID even thought i already assigned that userID with PVC role .  In order to change that project status, i need to switch to another userID..

what is the root cause ?
