Oracle EBS 11i - Forms not launching if Instance One is Down in Oracle DB 11gR2 RAC

Hi,

We have Oracle EBS 11i with Oracle DB 11gR2 RAC. The DB migration to Oracle DB 11gR2 RAC was done 3 weeks ago. Recently we noticed that if we shutdown the Oracle DB Instance (Instance 1) in Node 1, the Forms based applications are not launching. We are getting the following error message in error_log in Apache.

mod_plsql: /pls/MMAPPS/fnd_icx_launch.launch HTTP-503 ORA-12521

We are sure that before the Upgrade , we didn't have this issue. Our Application Context File also looks ok.

Pls let us know if any of you faced such an issue.
