AME Approval Error-Approval list could not be generated

Hi,

I am having some issues with IPR AME Approval, where for some users, i am getting error "Approval List cannot be generated, pleaseis  contact your system administrator to review AME setup"

This is happening to some users only. i have checked the user setups and all approvers are Active.All the approvers have active assignments.

i have done a debug, and i can see the error "ORA-20001: No rules are applicable to this transaction. Atleast one rule must apply to this transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true", but i cant know where the issue is (below is a section of  debug log line 3365 and 3366).
