Data Cleansing Error leaves blank address fields

We are using Siebel 8.1.1.7 and have FirstLogic as our Data Quality\Data Cleaning service. 

My understanding is that, once configured, Data Cleansing fires off on the WriteRecord event of the business component that it is setup for.  In our case we have Data Cleansing setup on Personal Address BC.  In cases where the firstlogic data quality hits an error we are left with blank address field(s).

Here is an example:

1. User opens Address MVG Applet and enters an address.

2. They enter Street1, Street2, City, Zip Code. 

3. They step off the record, or click OK on the MVG applet which fires off Personal Address WriteRecord and the Data Cleasing process.
