How to create a Qualifier for orderdates & Shipped Qty for a particular period

Hi,

Any one can please help how to create the qualifier for the following requirements

1)Need to apply the modifier for the items based on the sales ordered dated for a particular month.

2)Need to apply the modifier for the same items based on the sales order shipped qty for a particular quarter..
