BI Publisher has problems with page overflow

Hello All;

This forum has been extremely helpful in answering my questions, and I really appreciate the timely assistance that I get here.  I have actually submitted this question before, but I have yet to resolve it.  The problem has to do with BI Publisher printing out headings with no apparent (at least to me) reason, and then no detail items appear on that page.  It just overlfows to the NEXT page of the document and takes up where it left off.  This is not a show stopper, because it only does this if I attempt to print additional lines on the
