Dynamic Insert not working through interface

We are on R12 and we have dynamis insert switched on, however, we we are trying to import an invoice file in AP containing new GL code combinatins it errors out or uploads the file without the codes. I then have to manually create those codes and then the system will import the file. What setup am I missing so the system automatically creates the codes. We have cross validations rules set for 2 segments out of 6 segments
