How to enable/activate DD item help icon in jde9.1?

Hi,

this is a new installation, JDE9.1 and tool9.1.3, I want to know how to activate help, such as:

1_in help.bmp print attached you can see 1st and 2nd images help without nothing related (document write dons, etc..nothing) so how to activate this help? from where? which app?
1.1_you can see last 3stimage icon:? , by press it , display nothing

3_Help is activate by module/Item DD?

(inside each module inventory (item) it's works to DD(litm), ...but doesn't work to DD(an8) , show nothing information (and it has information indeed!)

4_how to activate quick help, the arrow at righ side?
