IGIRRMSC.fmx fails to compilke for all installed languages  - US/PTB/RU/I/ZHS/FRC

Below is the error :

Compilation error on package body IBY_FNDCPT_TRXN_EXT_NPC:

PL/SQL ERROR 323 at line 12, column 13

subprogram or cursor 'DEBIT_AUTHORIZATION' is declared in a package specification and must be defined in the package body
