When Item type is set to inactive, descr doesn't appear on some pages

Question from student accounts mgr.   She inactivated an item type but when viewing for historical purposes, the description does not appear on

Set Up SACR >Product Related >Financial Aid >Awards >Financial Aid Item Types

the hyperlink reads "Item Type Detail" instead of the expected description as is seen for an active item type.

OR STDNT_AWRD_CTG_DET,

Financial Aid >Awards >View Award Category Summary

click on award detail

the description is blank here.

The description shows up on other pages, just can't figure out why it doesn't on these 2. 

Any ideas?
