RDBPROD : Access other database from OpenVMS Itanium RDB

We are running OpenVMS V8.3 on an Itanium platform with Oracle RDB V7.2.  Our code is in Fortran.  We have a need to get to other databases like Oracle 10g on a Microsoft 2008 Server and/or to a SQL Server database on a Microsoft 2008 Server.  In the old days when we were running RDB and Fortran on a VAX, we had a Fortran pre-compiler to get to an Oracle 7 database.  Is there such a thing for the Itanium platform?
