Missing rpm_item_zone_price records

Hi

We are seeing that for some transaction level items, there are records in item_loc and rpm_future_retail table. But there are no records in rpm_item_zone_price and rpm_zone_future_retail.

While we are trying to figure out the reason for that, we also want to create those missing records. Can you please suggest how can we create the records in rpm_item_zone_price and rpm_zone_future_retail? Would creation of a price change at the transaction level item and regular zone group create these records? We are using rpm 13.1.3.
