ipadm: cannot open handle to library - Permission denied

I have this weird error I have root as a role but I su - root from admin account but when I am in my regular account I can run ipadm with no error.  Also when I am running nslookup as root I get this error:

/export/home/hudson/workspace/nightly-update/build/sparc/components/bind/bind-9.6-ESV-R7-P2/lib/isc/unix/net.c:142: socket() failed: Permission denied

(null): can't find either v4 or v6 networking

Need some help. Thanks.
