Minimum role required to start and stop observer in 11.2.0.3

Team,

what is the minimum privilege/role required only to start and stop the data guard observer for automatic fail-over. since I am running the observer outside database server, my auditor does not want to use oracle account with sysdba privilege.

Please help.

Oracle 11.2.0.3

Soalris 11 SPARC 64-bit
