Cannot Pick Release a CTO Order

Hi,

During Pick release of a CTO Order, the Concurrent completes with Warnings. The Log file says that

P_EXCEPTION_NAME ==> WSH_PICK_BACKORDER

P_MESSAGE ==> Pick Release process could not allocate 1 of item 5060B0312040*725213 for order 20140300171 as there was insufficient quantity available or Inventory allocations have failed, and the line has been back ordered.

What is the reason?

Attached please find the Log file.
