My Favorites in 12.1.3 EBS

Question that I'm sure will be an easy one for the community to answer.  The users have set up their favorites.  They're using Oracle Projects 12.1.3 and have set a favorite to the specific project they're working on.  If they later click on the favorite, it will take them to a different responsibility (happens to be the first responsibility the user has).  They click on it a second time and it will take them to the favorite they'd set.

I've not been able to find any MOS notes or bugs on this.  Your assistance is appreciated.
