Administrate Oracle Database as Non-Oracle User

Hi,

Currently, I have a non-oracle user that is the member of Oracle Install Group and OSDBA group. Is it possible to use that user to administrate the Oracle Database? What other requirements should be met like the write permission to $ORACLE_HOME/dbs directory? Any related documentation would be helpful. Thanks.
