BPA line with closure status "Closed" reopens when a release is created against same line.

Hello All,

We have closed a BPA line from Tools> Control> Close for a specific item. As per Oracle functionality, it automatically closes shipments for receiving and invoicing.

Now, when a new release is created against the closed line, the status of BPA line updates to "Open".

Is this standard functionality of Oracle. If yes than why they have given "Close" option in Control options.
