Workflow activity wait for concurrent program

Hi Everyone,

PO was sent for approval and one of the approver forwarded the PO to a person not in hierarchy, PO not received by that person and also workflow is on wait for concurrent program. Which concurrent program it is waiting for and why it is not notifying approver? Kindly help
