P6 Resource Assignment on Import Front-loads work

P6 v8.2

I have loaded a couple thousand resource assignments to a few hundred activities using xls import. Seems to work perfectly, everything looks peachy except P6 is front-loading the labor instead of spreading it over the duration. Using the same role and activity, assigning it interactively, P6 spreads the labor exactly as expected...

Did I do something wrong on import? I imported EXACTLY three fields...ActivityID, RoleID, TargetQty....
