EM Compliance and Database Lifecycle Management Pack

In order to utilize the Enterprise Manager Compliance Framework, is it necessary to purchase the Database Lifecycle Management Pack for each database target that you are monitoring?   Or, can you disable the pack in EM, Setup, Management Packs, Management Pack Access but still use some of the functionality of Compliance?
