Workorder-less transaction for Assembly Scrap uses Pending Cost Type instead of Frozen Cost Type

Has anyone encountered above situation where Workorder-less Assembly Scrap Transaction uses Pending Cost Type instead of Frozen Cost type. It does not happen to all the items only a few items. I would like to know the setup that causes it.
