Budget Upload for Project Costing

We've recently implemented Project Costing and have yet to enter project-related budgets. We'd like to begin in the next quarter, but the budget detail will make manual entry a nightmare.

From searching on Oracle Support, it sounds like the only way to upload budgets is to turn on Project Management. According to Doc ID 1265189.1:

Project Management has to be implemented in order to use Web ADI for budgeting. 

To get the Web ADI budgeting options, you have to use financial plans which requires an upgrade of 'budget types' to 'financial plans'.  Once upgraded to financial plans, budgets can no longer be updated in Project Costing.
