Notification with attachments from Sales order

HI Guru

In Order management notification can be send by Action Notification, same is working fine, we have requirement for when notification is send can user send it with  attachment

the Attachment is one of the custom report  Example ( Custom report - Order Acknowledgement)

Can u please advise
