Payment- couldn't open the IBY application

Hi

While doing payment for invoices in Payables, when entering the payment process profile, users are having the following error on production instance:

message Dictionary couldn't open the IBY application message.  Cannot open file.

Due to this issue users are not able to issue further payment for check printing.

kindly advise
