Missing JMS folder when creating default domain template in Weblogic 12c

We are using the Domain Creation Wizard to create a default domain template in Weblogic 12 c on Windows.

The domain for which the template is being created is mostly blank and contains no JMS objects but nonetheless we require the resultant domain template to include the .../config/jms/ directory.

According to the 12c documentation the directory should be created (it certainly is when doing the same thing in Weblogic 9.2). Equally, we have no JDBC data sources defined in the domain but still get a .../config/jdbc/ directory created as per the documentation.

Can anyone suggest what we're doing wrong or whether this is known and/or expected behaviour in 12c?
