List and line level qualifiers doesn't work together

in Advanced Pricing - EBS (MOSC) Question

We have 2 custom qualifiers (Sales Territory and Customer site category) to meet our requirements in R12.1.3. When the two qualifiers are applied at list and line levels each with grouping number 1 , no modifier works. But, when both are applied at line level only (grouping number of 1 for both), the modifier is applied.

Have you ever come across this scenario? What could be the reason please?
