Hiring Manager Cannot View a Certain Applicant in iRec, 12.1.3, RUP 6

in Human Capital Management - EBS (MOSC) Question

Hello,

We have a vacancy in iRecruitment that shows 20 active applicants.  The iRecruitment Super User responsibility can see 20 applicants, but the hiring manager can only see 19.  Does someone know why the hiring manager cannot see a certain internal applicant?  We guess it has something to do with org structure.  I have looked at the ApplicantListVO, which is a long query, but I do not see any obvious security filter within it.
