In Oracle MES is job on/ job off the same as clock in/clock out?

In Oracle 12.1.3 MES, does the job on/ job off functionality work the same way as clock in/ clock out functionality?

We have a case where an operator has clocked out of the operation, but the wip_operations table still shows a row for that employee without a completion date. wip_resource_actual_time is updating with the correct clock out time.
