Is it possible to enforce a mandatory value when adding attachments?

I would like to force the user to enter an Attachment Type and a description before the attachment can be associated with the part. Currently it looks like the system performs an auto-commit leaving the <Save> button disabled. Is there any way to disable the auto-commit and force the user to click on the <Save> button? Any alternative solutions are welcome.
