R12.1.3 - Single vs. Multiple Ledgers

We are reimplementing Oracle R12.1.3, currently on 11i. We have multiple legal entities in US, however all the four C's are same. We want gapless sequencing by legal entity. We want to know if

1. This can be achieved with a single ledger or we need to create multiple ledgers i.e. one ledger per legal entity?

2. What are the pros and cons of single vs. multiple ledgers?
