Need help manually creating tax jurisdiction

I've seen a few similar threads with this topic but none helped solve my issue.

We do a monthly file upload of Vertex geographies and tax rates.  A city and postal code were deleted this month that we had been using extensively.  I want to create a jurisdiction manually to be used in place of the one that no longer works.

I added a new city and postal code in Geography Hierarchy to use in my new tax jurisdiction.  I ran the Geography Name Referencing Program.  But when I go to create the new tax jurisdiction, there is no Geography Name in the LOV with today's date, so apparently the city and postal code I created did not "take".  Am I missing a step somewhere?
