R12.1.3 - Units of work based billing

We are on R12.1.3. We have shared services which would like to bill other legal entities within the company based on units of work performed. For e.g. every AP invoice released from hold is billed at $7. So for a legal entity A if 5 invoices were released from hold in a month then shared services would like to bill $35 for this to legal entity A. Does project support units of work based billing? If yes how can this be achieved?
