Cancellation Reason to be always displayed in iProcurement

Note 388115.1 : How does one add a reason column on the Cancel Requisition :

There is a reason column implemented on this screen. Reason field appears if any of the requisition lines arealready on a Purchase Order. If there are no lines then the reason field will not appear.
Oracle iP Design experts have put a restriction to display the Reason field.

Kindly consider the following scenario:

Assume that a PR is cancelled based on a specific reason. Assume that after some time, there is an investigation and the Auditor wants to know the reason for cancelling the PR. Kindly inform  what is the recommended solution.
