How to stop running R49590

This UBE, R49590, runs everytime we ship confirm an order/shipment. It runs 1,000's of times a day and does nothing. We use it only for

printing Delivery Instructions maybe once or twice a month. Is there any way to stop it from executing every time we ship confirm?

In P4915, the processing option is blank so it defaults to ZJDE0001. Even though the UBE does nothing and runs in under 1 second

it backs up our JOBQ causing other UBE's from running.
