How to deny,approvers from reassigning to other approvers from their worklist?

Hi All,

How to deny,approvers from reassigning to other approvers from their worklist?   We are in Peoplesoft 9.0/Tools 8.49 AP Workflow (Virtual Approver), please let me know is this a customization or a setup we can done.

We want only the Admin to reassign not the approvers, as they are assigning to wrong people without access
